At least 11 people have been killed and many more wounded after gunmen opened fire in a school in the Russian city of Kazan, the RIA news agency reported on Tuesday, citing the emergency services ministry.

There were conflicting reports about the situation, with some Russian news agencies reporting two teenage gunmen were involved and others saying one was involved.

The RIA reported, citing a law enforcement source, that a gunman has been arrested while the other attacker was killed.

The news agency quoted witnesses as saying that there had been an explosion before the shooting began, although it was not immediately clear what caused the blast. It was also not clear what the motive for the attack was.

Witnesses said children jumped out of the school window to escape when shooting started.

“There is heavy smoke. Twenty-one ambulance teams and doctors have been sent to the school,” RIA quoted an emergency services source.

Security measures have been strengthened in all educational institutions of Kazan, TASS reported. The mayor’s office also said the entrance to schools has been limited.
