Speaker Asad Qaiser has assured the staff of National Assembly Secretariat of merit-based policy for their promotion and upgradation in future.

He was presiding over a function held at the Parliament House on Monday in connection with the promotion and upgradation orders of the employees of the assembly secretariat.

Speaker Qaiser said that the employees of the assembly secretariat are the backbone of this legislative body who are serving the institution with utmost hard work, dedication and determination.

The speaker said that in-service encouragement and motivation of employees is essential to enhance their skills.

He said that he came to know that the officers and staff of the National Assembly had been performing their duties in the same grade for 15 years. There were no training opportunities available in most of the cadres. He ordered to formulate comprehensive service structure, rules of services and training.

He said he issued a directive in November 2019 to devise new rules of service. And in the first phase, 304 employees were promoted or given time scale promotions when the new rules were implemented. A majority of the employees in this phase included deputy courier, staff car driver and other subordinate staff of the house.

He said that a total 187 employees have been promoted to the next grade of which 111 employees include non-gazetted staff.

Speaker Qaiser urged them to improve their performance while using their skills. He said that the employees were working diligently to achieve the organizational goals. He further said that strict adherence to merit could end the culture of nepotism and patronage.
