Radd-ul-Fasaad had a two pronged strategy. Firstly, counter terrorism that only the state can use power, effective border management, stabilizing western zone. The second was the counter violence which included the implementation of National Action Plan (NAP), bringing FATA in the system and eradication extremist narrative.
